You can apply if your landlord has discontinued or reduced services or amenities that were part of your rental: parking, laundry, storage, gym, pool, security, cleaning services, cable/internet, or appliances that were included in rent.
The reduction should reflect the value of the lost service. For parking, this might be $50-150/month. For laundry facilities, $20-40/month. The LTB considers what you'd pay to replace the service and the proportion of your rent it represents.
Possibly, if the construction significantly impacts your enjoyment (noise, dust, lost amenities, reduced access). Document the disruption carefully. However, necessary maintenance doesn't automatically entitle you to reduction if done reasonably.
