Start with a demand letter. If ignored, file in Small Claims Court. If you win and they don't pay, use enforcement tools: garnishment, examination, seizure.
Two year limitation period from when debt was due or last acknowledged. After 2 years, you cannot sue. However, judgments last 6 years and can be renewed.
Get your judgment and renew it before it expires. Situations change - they may get a job (garnishment), buy property (lien), or receive inheritance. Persist.
